Consisting mainly of a head and two multi-jointed arms up to fifteen feet in length, this Joker is capable of effective speed and coordination only with its appendages tightly bound together. Left unrestrained, it flails and spasms out of control, often injuring itself in the process. This total lack of physical restraint is similar to the effects of its venom, which can be injected directly by its fangs or squirted into the victim's eyes at a distance.

   As its name implies, the Insanititter is constantly laughing in a squeaky, fast-paced voice. Normally a deep red, its snout flushes blue before it spits venom.
